| The Goals and Purpose of SIPLAS |
The Siargao and Bucas Grande Group of Islands were declared Protected Area under NIPAS ACT. For the past five years, development initiatives in the Siargao Islands Protected Landscapes and Seascapes (SIPLAS) has been under the management of the Protected Area Management Board (PAMB) based on the approved Environmental Management Plan. Ironically, the major problem confronting the area is basically the issue on the Environmental Protection. Unfortunately, despite being a “protected area” there still exist rampant violations of the NIPAS Law resultin in the destruction of the important eco-systems, habitats and rare species of endemic flora and fauna. The limited resources of PAMB and the DENR, including the LGUs and NGOs had left most of the aspects in the Environmental Management Plan unimplemented, and most of its previous initiatives at the community-level were not sustained and some were even abandoned. These concerns are confounded by the widespread poverty in the communities, and the poor delivery of basic social services. |
