Under the FOCAS, PACAP maintains its niche in development work as a funding partner of community initiated development work of civil society organization addressing poverty alleviation and building the capacity of the organizations to sustain the projects. This community initiated projects will be implemented closely with the Provincial Government (the beneficiary recipient of the grant assistance) and government line agencies for their expertise. A total of P100M spread over 5 years is the total grant assistance earmarked by PACAP for the province.
FOCAS grant assistance to projects should be within the maximum allowable implementation timeframe of 3 years with an assistance of 1M per year. RAS is a one-off assistance for an 18 month implementation timeframe with a P1.5M maximum grant assistance. FOCAS projects must fit the FOCAS strategy while a RAS project must contribute to the Strategic Guidance Framework.
Allot of project proposals were generated before the new phase of PACAP, in fact a total of 38 proposals. The proponents were advised to coordinate with their respective FMCs. They have either to re-submit their proposals as FOCAS projects or as RAS projects. The following are the on-going funded by PACAP in the Province:
- River Stabilization Protection Project in Alegria and Kitcharao.
- Integrated Agri-livestock and Organic Fertilizer Production in Brgy. Union, Dapa.
- Sustaining Community Health and Livelihood Development Project for Mamanuas in Payapag, Bacuag
- Violence Against Women and Children (VAWC) Project
Since the PAC has approved the general strategy even before the New Phase, some proposals were being developed side-by-side with the FOCAS Strategy Papers. These are:
- Rehabilitation of Water System Towards Livelihood and Ecotourism in Burgos.
- Solid Waste Management in Mainit.
