PACAP has been in the province even before the New Phase of PACAP. The New Phase officially started when AusAID turned-over the management of PACAP to the winning tender i.e. Hassalls and Associates International and its Filipino partner agency, the Sustainable Development Solutions (SDS). Last year, several workshops were conducted by the Provincial Planning and Development Office (PPDO) together with civil society organizations and governmental line agencies to develop the Area-Focused Approach (AFA) for the province. The following were identified as strategic development areas –
Cluster I: Hinatuan Passage Development Alliance (HIPADA)
Cluster II: Siargao Islands Protected Landscape and Seascape (SIPLAS)
Cluster III: Lake Mainit Development Agenda (LMDA)
The abovementioned clustering came natural because of the topography and existing eco-system inherent to the province. The AFA strategies were subsequently approved by the PACAP Advisory Committee (PAC) when it was presented to them. However under the new phase of PACAP, the FOCAS strategy was coined to distinguish the old phase (AFA) to the new (FOCAS). The approved AFA Strategies that were identified before were later termed as FOCAS because under the New Phase all existing AFA areas in South Cotabato, Bohol, Capiz and Aklan are now in their final year of implementation of their exit strategy.
